The scheme is certainly a huge driver of the QB rating, along with era/rules. That's why the rating is useless when comparing contemporary players with historical ones. W/L % and team success has to factor in. And, I do like seeing how much someone dominated the league compared to his contemporaries (why Bert Blyleven isn't a HOF'er).

It does lead a person to consider that the offensive schemes are the driver of the QB Rating and maybe not the talent.
