Do blood testing or hair sampling and keep 3 other samples frozen for post testing during the next 5 years. This cures the problem on inaccurate testing. It also allows for the medical community to adjust and keep up with the cheaters and the new chemicals.

The problem with the current testing program is that the changing of the chemicals to avoid the testing in easy for a millionaire to pull off.
