Parcell's QB Evaluator

Bill Parcell's is known being a great talent evaluator.
He has a system that he shared on how to draft a QB.
Here are his guidelines as listed in ESPN.

1. Be a three-year starter
2. Post at least 23 wins
3. Be a senior
4. Be a college graduate

By my calculation 8 of the 15 have had either 1 or multiple statisitcal years that would be considered special.
